The cement sector hopes the government would make several key changes to boost the sector.

The cement sector hopes the government would make several key changes to boost the sector.

A CARE report outlining expectations of the sector says Finance Minister Arun Jaitley should bring in a uniform excise duty structure for the sector. Currently, excise duty is levied in the form of 12 percent ad valorem and Rs 120 per tonne specific.

"The present duty structure is complicated with a combination of ad valorem duty and specific. [If changed] it will be in line with excise duty on clinker," CARE said.

The sector also seeks imposition of 2-2.5 percent basic customs duty on cement (nil currently).

"Major inputs for cement manufacturing like pet-coke, coal, gypsum, etc, also attract import duty," CARE said. "However, imports account for very small share of total domestic cement demand and is not a threat to the industry "

Finally, the sector also hopes for an increase in allocation towards critical infrastructure projects and focus on affordable housing.

"An increase in investments towards infrastructure sector and low cost housing will provide impetus to cement demand growth," CARE said.
